The misses does housekeeping at the Hilton here in Sydney. On about her second day, she found an envelope left in one of suite rooms with "Room Attendant" written on it left on the table. Being new she took the envelope to her supervisor who opened it, and inside was AUD$200.
The supervisor handed the money back to her and told her its her tip. It appears to me now, that there are alot of very wealthy or stupid people staying at the Hilton, as the misses brings home some nice tips.
I think 2 very different things are being confused here.
1) any service added to bills is kept by the restaurant/hotel and not distributed
2) any money left in a room or given directly to service can be kept by them
