I have talked to several "renters" who are paying 2000b for utilities for just one room, now perhaps the owner is gouging them, I have no idea. So far, the bills are under 4000b which I guess is ok, no heating.
One thing that may bear looking into is hot water heaters, are the folks with large bill using 1 main heater, or are they all single units. And AC, are they with single units or central AC.

Oh well, sounds like at this point to budget 4000b to be safe.
