Without knowing the figures(does anyone??) I would guess it is hugely higher in working girls and they MAY also have been infected several times over by different strains of the virus making it very difficult to treat.
Even 2.5% is very high. I don't think any drug would be allowed to be used if there was a 2.5% chance it would kill you.
