They are still trying to complete the road network from the airport to all the major beach resorts.It has only taken 20 years.I advise you don't hold your breath.
To appropriate the land needed for such a project will take another decade
Also now that the road system is nearly complete why bother? It is only a 40 minute taxi ride.
