I agree with you. A good photographer can exude more sexiness and glamour out of a clothed model than when they are nude. Too many so-called "professional" photographers just use the title as an excuse to get a model to take their clothes off. They almost never do anything "professional" with the images and just add them to their personal collection.
Many times these girls have their images posted on porn sites without their knowledge.
It is those photographers that make it difficult for legitimate ones to conduct business...... Just my opinion.
