There are many others 'traveling' in the region (SE Asia) so I wouldn't be too worried about finding english speaking folks to go drinking with - many of the locals you encounter will also speak english.

If your trip really is more about traveling than partying then I'd recommend you leave the Phuket/Pattaya stage 'til the end when you've done/seen what you came for - this is what I generally do if I'm on a 'backpacking' trip.
Both these places are relatively expensive and you'll be more relaxed at the end of the trip not having to worry about making your money last.

Also, make sure the tickets you buy allow the return date to be changed at little/no cost, just in case you do run out of money - the very cheapest ones may not allow this.
