No way. The locals in Samui know where their principal source of income lies. Does anyone remember a couple of years ago when a Swedish girl was raped and her boyfriend killed when he tried to stop it? The tourists left in droves. The locals (Samui people) found the rapists (who were not Samui locals) before the police did. The police got 3 dead bodies, first crime (the rape and murder) solved, second crime (murder of the rapists) passed into limbo.
If there's any "revenge" rapes going on here it's nothing to do with the locals.
