Just to show that it doesn't only happen in LOS, many years ago here in Oz, I was driving home late one evening and saw what looked like 2 guys attacking a girl and tying her to a tree! As this was before mobile phones I went to the police station and reported it.
The next day, I dropped in to the police station to find out what had happened. The cop told me that they had sent a car out there but the 2 cops in it got a heap of verbals from the girl because she was having fun!!
Moral:- you never know what is really going on when you come late on the scene!
