This should be a major warning sign to anyone mongering in los that all is not well with a girl and the chances are, she could be new and naive, just not into you, wishing she was somewhere else (like with thai bf) etc..etc..
I also think he said he paid her in advance ? Not a wise move if he did, that's not how things operate in los, this ain't the west.
Of course, some of the comments before are about showing some heart, I do agree with that to a large extent and perhaps she was genuinely upset, afraid or whatever.
But on the other side of the coin they are not put there by force, they chose to become bg's and the job entails 'entertaining farang', goes with the territory so I guess this is why the OP is confused about her behaviour.
There was a time when I bf'ed 2 girls from Peppermint and I made this same classic mistake. I really fancied 1 girl who promised to go with me, later she got a call from her sponsor, had just arrived in town 'apparently'
She apolgised then pointed one of her friends out who was pretty good looking also, so I went along with it. The other girl turned out to the great though, so the night was not a loss..in fact she was insatiable and very accomodating

He should not pay up front, always in the morning or after the short time deal.
Should have given her a smaller amount of baht, if 1K was agreed (beer bar girl) then 2 - 300 baht and send her on her way would have been fairly generous considering she was not 'up for it' and providing no sex has taken place, some men would tell her to sling her hook, epsecially some of the pattaya regulars who don't stand for any messing.
He should have then gone back out on the hunt for a girl happy to be with him and do 'the biz', you can usually tell if a girl is showing interest in you or not within an hour or 2 of sitting with her, the signs are there for us all to see.
That's what I would do anyway, if put in his situation or bringing 1 girl back who is clearly not wanting to be there, I would not bother to have sex with her, just close the deal, tell her no problem or nevermind and find another.
