Actually according to Bangkok Post it's started happening already. Some time ago they had an article regarding an englishman who'd stayed in the northern part of Thailand for years, living on his pension who wasn't high enough according to the immigration rules. He was feeding a whole family there up north. I don't know what the final ruling was, but they tried anyway to kick him out of Thailand. This guy could prove he had a steady income from abroad, but it wasn't enough
