There was some directive from some government department delivered via the police sometime ago, that all working staff are to be tested on a regular basis, but of course there is no enforcement of this, and realistically how would they go about enforcing it.
As far as your quoted figures of 1 in 8 girls having HIV, I really do believe the same could be said of many other places, probably including your home town and mine.
What's the truth, well I doubt anybody really does know.
JayBee, I own and run Playschool, and we do enforce this with the girls producing their little pink medical book every 2 weeks prior to receiving their salary.
I really do think anyone who goes bare back, is playing an extremely dangerous game, but each to their own.
