If that doesnt work - I googled Phuket Deaths Hiv
But what it came up with is the HIV death rate in Chiang Rai - oh well close enough same country!!
Looking at some of the other links now there is this one

The report points to warning signs that young people are increasingly at risk of infection. Too young to remember the hey-day of Thailand’s AIDS campaign in the 1990s, less than five percent of young people are now being reached by adequate prevention services. Only 20 percent of sexually active young people are now using condoms consistently.
HIV prevalence among injecting drug users is on the rise, from 30 percent in 1994 to as high as 50 percent today. Up to 17 percent of men who have sex with men are HIV positive, up from 4% in the mid-1990s. Not enough is being done to reach these groups with appropriate prevention services and support to these groups.
HIV infection rates among brothel-based sex workers remain high at around seven to 12 percent – a reminder that a significant proportion of HIV infections are still occurring in the sex trade.
