The 4 thais rule is only if you are seeking for one year extension, if you are happy to do a visa run every 3 months this is not required. To qualify for work permit 2 million baht is enough and you pay all taxes. The same for minumum wages of 50k (European) or 60k (US), if you renew wp every three months 35,000 may be enough. (According to an article in Gazette)

I am surprised people could get a NON-B multiple entry for just "seeking work", in the past when I first arrived I only got a single or double entry before I could show my work permit.

Regarding living here on a tourist visa, if you can show you get your money from abroad you can still stay here. What the immigration want to do is wipe out people living here and making money illegally, e.g. without work permit and paying taxes. So living here with money from UK investment should be safe. What kind of proof they want to see to verify you live off money from abroad is still unknown. I guess we will find out later this year if they begin to enforce maximum 3 back-to-back tourist visas.

As LivinLOS pointed out, there are many kinds of NON-O that also may be an option for long term residents.
