When I lived in Holland I would bump into some people who were professional life time criminals.. Some were gentlemen who would honour thier word, keep thier commitments, and not wish to harm anyone who did not first cause them harm, of course they lived outside of a legal framework of lawyers and police and so had thier own systems of debt collection and protection. Then there were others who basically became criminals because they were thugs who couldnt do much else except be thugs and had succeeded through being violent and intimidation..
Even then I would be hesitant to call them organised crime.. Most were in import export profession and many knew each other in biz or by reputation but mostly they were individual businesses.. Even that isnt a 'Mafia'..
A Mafia of bosses, lieutentants, and foot soldiers is a different league of organisation.. Something that is laughingly different from some guys driving noddy carts for tourists.. I have heard the term used for Tuk tuk mafia, Beach Rd Mafia, Jetski Mafia, etc etc etc.. What next ?? we have chewing gum Mafia or the flower sellers Mafia..
