It's not like that in the UK, whoever causes the accident takes the blame regardless of where anyone is from (as long as all parties are legit obviously).
If I had an accident back home and I caused it, then it wouldn't matter one iota where the other party were from, I'd be coughing up for the damage to them. And I wouldn't expect my local copper to side with anyone, that's not their job, they are there to report the facts and if necessary provide them to the insurance companies.
