I think it might be true. Air Asia fares before Feb 1st on the coming back fare dont have any airport tax included.

There is a difference between Airport tax,and departure tax isn't there?
I thought all airports charged an Airport Tax,but Thailand is one of the minority countries charging a Departure Tax.

eg:LHR charges airport tax but not a departure tax whereas BKK charges both.

Air Asia are now going to join the sensible airlines and include it in their advertised price.They are however not charging departure tax as that is levied by the airport,not the airline.
