Thaksin would be mad to return until he has received guarantees for his safety and that no charges, genuine or otherwise, will be brought against him. One member of a former government has already stated that Thaksin will be welcome to contend the next election, but it's Not clear with what, if any, authority he made this statement.

In theory, since the elections were set to go ahead in November, the junta could gain a lot of brownie points internationally by going ahead with that - that would be a real PR coup. However political considerations regarding the reliability of bodies like the election commission may well force or allow a delay depending on your POV.
