Yeah Penang / Vientienne / Phom Phen / KL were all listed as being restricted to single entry tourist visa's as per a post on Thai Visa.. I cant remember about Sing but I would think all local embassies will tow the line for a while..
Home country embassies should still give multiples 2 or 3 and a few friendly consuls will even give quad entries.
