Hope you don't sell adsl as well. As with this statement you just disqualified yourself completely.
max dsl speed available is depending on distance to the exchange and quality of the cables to the house, further then about 6km from the exchange (optimum situation with good cabels) and you can forget it. An extention cable in the house of poor quality can bring your max syncspeed down a lot.
LIL: are you connected to the mastersocket. are your phone devices filtered (try your router in the master socket with no phones on the line and see what your noise levels are doing) if still low, you can ask your provider to put you on interleave (if not allready and lower your noise margins, even putting a cap on your sync speed to a bit lower may result in a more stable connection.
As you clearly have a sync issue (dsl signal fails) this is an line/exchange issue. Your isp however can change some margins on your line to make it more stable.
