I doubt that there is much truth to that (don't have any stats). In general Thailand is very safe. Scams and pick-pocketing like being the most likely crime you will face. Being vigilant is always a good advise no matter where you go. Leave valuables you don't need in the hotel safe. Carry just the amount of cash you need and preferably in smaller bills.
I have been to BKK several time and have never had an incident even remotely close to trouble. I have, however, been approached several times where scamming was the mission. Typically these scams revolve around selling you stuff that is fake or over priced. Often the technique is to get you on a ride (like Tuk-tuk) at a great price. Do a search on Google for Scam Thailand and you will get some education there.
