You may have well fried your modem in the power surge ... this has happened to me many times - I juts take it back to where I signed up for my ADSL and they switch it for anotehr one - free
. Even surge protectors sometimes dont work - best when there is a storm to switch everything off and unplu your phone lines and power leads.
Ditto with my telephone ... I go though a new phone every other month.
