Don't you think that might be one of the reasons why that are doing this, i.e. to allow more room inside the cabin for duty free etc ??
I used to fly every week in and around Europe and people used to take 3 or 4 bags on board with them, just so that they could exit quickly at the other end without having to check in luggage. It meant that the room inside the plane quickly got filled up and the last few passengers on board had no room for their bags. This in turn meant that cabin crew had to run up and down the place finding a space, re-arranging bags etc or even putting them in the cockpit. Airlines have had enough of this and now are taking action.
Quite right too in my opinion, as it was just getting ridiculous.
