In theory yes but you also have hand luggage aswell. It depends on how light/heavy a person travels. Also with stuff like laundry service's available at a lot of hotels (ok this can cost for a family much more than a single traveler).

In my hand luggage bag on the way out you will find only passport travel docs and MP3 Player/PSP which then gives me room on the return money for extra gifts, cigarettes and if i wanted i could easily get a pair of jeans, t-shirt etc in my hand luggage bag. I think now when people pack they will have to be a lot more carful about what they need. Realisticaly you dont need to have stuff like toiletries in your bag because they are easy to pick up everywhere. IMHO i think 23kg is a hell of a lot of baggage to take with you anyway, to much to lag around.

As i stated anyway from my point of view this will have no effect because i am a light traveler anyway, bare essentials only sort of person BUT yes i can see for some people, more families i would say, will be effected and yes i agree 120 gbp is harsh.

I personally believe this will become a trend with more of the major airlines.
