Notice how North American destinations are exempt. I doubt that US carriers will be that strict and it obviously would be a competitive disadvantage to implement these rule when competing with US carriers. Currently most, if not all, US carriers are 2 x 50 lbs domestic and 2 x 70 lbs international.
