Yeh, but when the Law is the "exception" rather than the "rule", where does that leave you? Strict adherence OR strict enforcement is needed in your example... It's not that 2AM is too early or too late, it's the abrupt nature of things shutting down out of nowhere, when it wasn't expected that causes the confusion of how to plan your nights out... even if you plan as you go...
