I think it's one of Thailand's less desirable attributes and one that stuck in my mind the first time I visited 16 years ago.
Walking round the streets in Bangkok the stench would suddenly hit you but as quickly disappear, then you forget until it hits you again.
I can't comment on the worsening condition of Phuket as I have only visited twice in three years, but having said that the carpets over the sewer grids is something I have never seen before!!
