There is a
Shuttle Bus to the Budget Terminal and it departs from the basement level of Terminal 2. Here is a
map which shows the 3 terminals and gives a good guide to the layout. As has already been said, Changi is very efficient and it should not take long to exit Terminal 1 or 2 and get across to the Budget Terminal.
