I cant imagine this implementation will last long, but for now I wouldnt risk it. Get a visa before coming if you were here 5 - 6 months ago !!

Prudent advice, forewarned is forearmed and all that but I do suspect these measure are more targeted at the visa-runners.
As you yourself say they are asking for proof of onward travel or return documents. Fair enough in my book, imagine a non EU national turning up at Heathrow with no onward travel documents or return ticket? ( actually thinking about it they'd probably be told to come on in and help themselves to any social services they feel would make their life more enjoyable!) Bad example but my point is that in most countries proof of onward travel is usually a requirement for entry just they don't usually check everyone especially European travellers. Even in the UK if you are on a tourist visa and say pop across to France more than a couple of times it's unlikely you'll be let back in. I worked in a language school before and this was a very common occurence.
In the above scenario a family of 4 with hotel bookings and return travel documents would be highly unlikely to be turned back. This is targeted at people popping across the border numerous times.
