You think so ??? Really I think the 'lower end long stayer' are the kind that dig in and always find a way round the rules.
The kind of guys getting 20k to work as a bar manager / rent a liver.. Or have the small scale scams.. Small unregistered business angles.. They are the ones who really will be the last to give up..
Any inconvenience or difficulty at all and the 'quality tourist' wont return.. They want things made simple and smooth.. The low end guy will put up with sitting on a bus to Penang every couple of months begging for a new tourist visa, the rich will not want their plans altered or themselves inconvenienced.
