ATM's were offshore rates (read bad) a couple of months ago.. I read elsewhere that most but not all were adapting to onshore rates (good)..
People should consider that when taking money from ATM's.. Check that they are not getting 10% or so difference thanks to currency controls.
Makes you wonder if you couldnt pull money out of the hole in the wall at 35 to the USD (500 USD per day) and once a week wire a transfer out to the account that visa uses to get the offshore rate of 32 ish.. All adds up..
