In Holland, you can get such declarations at your local municipality after you submit proof of your income etc. If you have this declaration, then your girl does not have to bring these € 34 per day.
But believe me, it gets more and more difficult to enter Holland. Also on a vacation visa!

You make it depending on the sponsor again. The questionable point Mr. Lucky brought up is that a girl from Thailand can get a tourist visa to the US without problems by just fullfilling requirements on her side.
