I read that 70 was the loudness of your average car horn. But busy street traffic is also 70db. 100 is a walkman at max and 110 is supposed to be front row at a rock concert. So basically I am trying to get significantly over the background noise (within a certain range).

But it could be more useful to be less scientific. I just want something really loud but not dangerous. I need to wake some thais up from their sleep-driving before I get within a few meters.

Could be LIL air horn suggestion could be the best. Seems you can get air horns upto 120db, but those are externally mounted for trucks.
