Would he even be tall enough to use the card? There must be someone at home there that would see to it that he got whatever allowance she/you wanted him to have, no? I mean even if you had to pay a small allowance to that person as well to make sure the task at hand was completed?
I know I know... answering a question with more questions, but just trying to jar possible ideas outta the others... Tough situation.
