Something I think might be worth looking at is the Krungsi Ayudha (sp?) bank (not sure if others have the same system)...via their online banking you can sign up to a "cardless ATM" system...basically you log onto the bank, tell it how much cash you want and your mobile number and it will send a transaction pin to your phone, you can then go to any cash machine within 3 days, type in your mobile number, the transaction pin and voila, get the designated amount of money...codes are obviously good for only 1 transaction and you cant change the amount at the ATM......
You could put as much cash as you want into the bank and have complete control of how much is withdrawn and when by just sending the transaction codes to the kids mobile...obviously what happens to it after that is another thing...
