When I rented a car in April from Avis it was only available with a full CDW, which was a good thing. It negates the issue of being liable for small scratches and dents. Remember that outside of the US the car rental companies tend to inspect the return cars to no end. Also, keep in mind that you will be driving on the left side of the road. Not difficult (I think), however, a moment of not paying attention could put you at a bit higher risk. Again (as Dawsey said) a reputable company with full CDW is a must. As for theft, I am not sure if the CDW covers, however, paying with certain US credit cards gives you that coverage. With my American Express I am covered for both CDW and theft. Check with your credit card company and get the details.
