This is what l was told by an Migration expert from Melbourne, after my tg had her Visa knocked back (she insisted on trying whilst l was back in Oz)............"Your friend probably fits a profile of a young single female wanting to enter Australia for three months on a tourism visa but where there is insufficient or unconvincing evidence that she would comply with her visit visa conditions. The reason why there is a profile for this group is that they are high risk in terms of abuse of visa conditions. That is a statistical reality. The Visa Office would have focussed on her reasons for entering Australia and while they may have taken your evidence into account, the visa officer would have finally decided the matter on the basis of the evidence she provided. Your information can be as honest and as credible as possible, but in the end the assessment is made on the applicant and the risk factors. Where to go from here is difficult. But I have to say that your friend is unlikely to obtain a visitor visa unless she can convince the Visa Office, without any doubts, that she will comply with the conditions of her visa. That's is a hard ask given her profile and now that she has had a visa refusal"...............so it's probably a long shot, as your tg probably has not got a formal job.
The key is proving to the Embassy that she has a job/family/reasons to return to Thailand......and from what l gather they have to very strong reasons. It is also better if you can actually go with her.
I am a betting man, and l will give you odds of 100/1 if she tries to get one herself.
