Shop around for the best overall offer, not just price.
If possible, get the manual at home and study as much as you can before you arrive in Thailand. You can get alot of it done on the plane for instance...
The quality will vary from instructor to instructor and company to company. It's not supposed to be that way, but it's a world-wide fenomenon, not just in Thailand. In the three courses I've had (Norway, Thailand and Australia) Thailand was the best one by far, all aspects cosidered.
All said and done, in the end; it's your own responsibility to be a safe diver.
