Friend of mine owns a house in Villa Santi. They started construction about 5 yrs ago, IIRC. At the time of the tsunami, they had his foundation done and I think, the framing, as well. It was when officials from BKK came down to survey the damage from the tsunami, that they said "What the hell are they doing up there?", and then the project got bogged down in delays, because the Dutch developer had taken some "$hortcuts" getting the permits.
