I am with Nicke on this instead of Jaybee's scam - by a factor of about 51% to 49%. I think the scam element exists in the up to 500 baht joiner fee but when you get to a 1000 or several thousands in joiner fee being asked then it seems that deterrence rather than profit is the hotel's motive.
