There is a centralised computer system in place now so its easier than before to transfer vehicles. Equally you do not have to tax the vehicle back in the home province if you haven't re-registered. It does take a bit of time for the new book to come through though apparently.
As an aside- from earlier this year they have stopped issuing insurance stickers- the tax sticker is an indicator to the police that the vehicle is insured as well. All that happens is that you take the proof of insurance to the licencing Dept and they will issue the new tax disc. Obviously there will be a bit of overlap while the old system fades away.
