Definitely no for me. I would not want to be a captive or captured audience for people with no shame in using their phone in front of others. Many people are just rude about their phone use.
I would think the data mode would be nice, but don't think people could handle it. How many times are you on the flight and you hear a cell phone ring after they announced many times before to shut them off. I just don't think people would be disciplined enough to switch to data only.
I guess I just don't have a lot of faith in people 555555
