In regard to your question about safety, Patong is pretty safe at night. For getting back and forth from Meridien, pay a tuk tuk driver 300 Baht per trip, and he will make sure you get there with no problems!!
When you see all the lovely girls in Patong, I find it hard to imagine that a fit guy your age would not be dying to have a taste, especially as when the girls see you, they will be all over you. A lot of the girls go for younsters like yourself in a big way!! They know where the ST(short time) rooms are, so you won't have any problem finding a place to take them for a little dalliance. Your budget is more than adequate for tuk tuks and ST rooms. You could, of course, go to Christin's for a relaxing/exciting hour of sex, but I think you would really enjoy it more if you went to Soi Eric, picked out a girl, and had her escort you for the evening. It would add a whole new dimension to drinking beer while watching cricket!! Then you could go clubbing and to a room after the match!
One other bit of advice: Don't pay more than 1000 Baht for the girl. If she wants more than that, she is playing you, as a young guy shouldn't have to pay more. Most girls would be very happy to go with you for 1000.
