I am surprised that most posts so far semi-defended the airlines.
Besides my little rant, the main point was that this may be a way that some BM's who got "stuck" with higher than anticipated fares can possibly recover a few bucks.

There is another way of looking at this: If you book a ticket with a small change penalty and you choose to exercise that option for a completely different ticket of a much lower fare, wouldn't you want the difference between the original fare, less penalty, refunded; ... so why not on the same type of transaction for the same routing and times.

Dodger, I too believe that if you don't ask you will never even get a "no".
