You could have an excellent time in both places for new year, 2 years ago i was in Phuket and had what may have been the best night of my life(and i went home alone, albeit about 3 days later), but i believe that to have been because of the company i was with, many friends from previous trips and MTB was just crowded with my LOS friends.
Last year was in Bangkok, OK the bombs put us off a little but still had a very good night, but with less of my friends there.
So i reckon you get to MTB, make a lot of new friends and i promise you will have a ball, i shall be the quiet one in the corner drinking water
.
As for hotels, people have already been struggling for a while now to get places close to the action, so book if you can, i am out next week and have no idea where i am going to stay, but i have more importatnt things to worry about than a roof over my head.
