There should not be a bar (option) for incoming international calls, ... especially since she call you internationally.
All Thai mobile numbers are 9 digits starting with "8" (i.e. 812 3456 78). If you dial from Thailand you will add "0" before the number and if you dial from a mobile from another country you add +66 before the number. International calls from a land line differs from country to country. The + signifies international access. In the US for example + from a land line is 011 so the sequence would be 011 66 812 3456 78.
