Yes, I pay 20 baht every day since few months back. Bill at Summerbreeze not happy either, as his staff have to pay too and part of the road belongs to his property.
But I wouldnt say its targeted towards farangs, Thais have to pay aswell.
Its a private road and the landlord can do what he want. But I have to say one thing is better, its not double or triple rows of motorbikes anymore that stops the traffic.
In Sweden you have to pay for parking almost everywhere, and it is an hourly rate and you pay a lot more, compared to that, 20 baht is cheap.
