Here’s the “official” explaining it, BTW (reposted). Comforting to know that if you do not pay, “this does not give them the right to harm your vehicle”:
“If you pay to park there, it is understood that the locals will watch out for your car while you are at the beach.
If you refuse to pay, however, this does not give them the right to harm your vehicle. The locals do not own the roadside there; it is public property and anyone is allowed to park there without paying a fee."

i parked my motorbike there one day and left the keys in the ignition, by mistake
when i came up to my bike, the lady came running over and gave me my key that she took out of the ignition for my benefit
