At the end of my last trip to Phuket (Dec '06) I flew from HKT back to BKK with Thia Airways on a 747. We took-off to the east and we were in the air after about 2/3rds of the runway. It's only a short flight to BKK (1hr 20mins -ish) so it doesn't need a lot of fuel; also I saw them load the aircraft (which I do at Heathrow) and they didn't load any cargo, so my flight would be considered as 'light'.

You have to remember that you must consider the length/distance of the flight being undertaken, and how much fuel will be used. That Vaso Airlines flight may have been going to Russia, so needs a lot of fuel.
