I read about the bus from Victory Monument but wasn't sure of their timings.

I have since found this on the net, according to this vans leave every 15 minutes between 6am and 7pm so I won't have to worry about hanging around BKK waiting for a bus to leave to Hua Hin, as I am arriving in BKK at 6:30am:
Bangkok to Hua Hin
A trip takes up to 2 hours and a half. A van carries 11 seats. Passengers get on the vehicle in front of Ratchawitee Hospital near the Victory Monument, a downtown accessible by several bus lines and BTS skytrain.
The first van leaves the hub at 6AM, and the last van at 7PM. 180 baht per seat. There is a van leaving for Bangkok every 15 minutes. Passengers get off at the van station housed on the ruined ground of what used to be the Hua Hin Cinema, in the alley opposite to PTT gas station.
