Hi PL;

Book and pay online at the time of booking and you get the discounted price. I guess the discount pays for itself since the hotel are sure to get their money and in some cases get it months before you arrive.

If you email a hotel direct they may do a deal with you via email and let you pay that "discounted" price on arrival - IMHO this practice is becoming less common but can still work for return visits to smaller hotels.
